Version 2
Name: Countermeasures
Cardtype: Action Modifier/Reaction/Combat
:modifier: :reaction: :combat:: This vampire burns X :blood: to cancel a minion card as it is played. Any vampire can pay X+1 :blood: to cancel this card. Only 1 Countermeasures can be played each turn.

Name: Countermeasures
Cardtype: Action Modifier/Reaction/Combat
Cost: :blood: X
:modifier: :reaction: :combat:: Cancel a minion card as it is played. Any vampire can pay X+1 :blood: to cancel this card.

How does this card address a compelling game need?:
Alternative to Direct Intervention, but doesn't cost you a master phase and can be played in your own turn. It also has the potential to remove a decent amount of counters off the table, which is always a good thing in terms of overall game duration. Yes, imbueds will have a problem countering this card, unless they don't draw table aggro and get a cross-table buddy to pay the cost for them.

**EDIT**
I hopped in the shower after writing this and thought about it. A card like this should never cost 0 blood, so I changed it to cost X+1, but maybe it should always cost 2 blood, with a cancel cost of 2.
**END EDIT**

I think it's too broad. How about one for each type? Also I tightened them up so they only affect currently involved vampires/Methuselahs. Also by doing this, it doesn't work on action cards, which I think is a little more fair.

My main concern is that such generic cards become like Target Vitals. Disciplineless cards that are powerful and have a low cost (opportunity cost and otherwise!) tend to become staples. I haven't met a deck that adding a few Target Vitals wouldn't hurt.

Countermeasures
:reaction:
X + 1 :blood:
Cancel a Modifier :modifier: card as it is played. Any vampire can pay X + 1 :blood: to cancel this card.

Counter-counter Measures
:modifier:
X + 1 :blood: Cancel a Reaction :reaction: card as it is played. Any vampire can pay X + 1 :blood: to cancel this card.

Martial Countermeasures
:combat:
1 :blood:
Cancel a combat card :combat: as it is played. Any vampire can pay X + 1 :blood: to cancel this card.

:tore: :pre: :tem: :aus: Independent Futurist. Contrarian (titled, X votes where X is the number of votes as the acting minion.) Target Vitals is always the better combat card.

Nah, if you pay 0 blood, it only takes 1 blood to cancel it (from ANY vampire).
It becomes more effective the more blood you put into it.

I think it's too broad. How about one for each type?

I'm afraid it would then be wallpaper. You could possibly exclude the combat option, but I wouldn't split it into 3 cards.

Without thinking too much about the broader implications, I am potentially very uncomfortable indeed about what it would do to Dragos - almost any combat strategy based around transient cards could be doomed. Cost: 7 million. Want to cancel it?

I have a friend who used to play Magic. When we didn't have enough people to play Vampire we would break out the Magic decks while we waited for more players. He had this one deck that was the "anti-magic deck. All of the counters and denial cards. It was not fun to play against.

Now take the idea you presented and build a deck with 60 or so of those cards. Does that make for a fun game? No. I'd rather see the imbued.

Good call (though if Dragos paid 0, X would be 0, but lets avoid the argument entirely to begin with ;) ), changed card to:

Name: Countermeasures
Cardtype: Action Modifier/Reaction/Combat
:modifier: :reaction: :combat:: This vampire burns X :blood: to cancel a minion card as it is played. Any vampire can pay X+1 :blood: to cancel this card. Only 1 Countermeasures can be played each turn.

- Removed blood cost, X is now part of the card text and cannot be reduced by special abilities of a vampire.
- Limited to once each turn to prevent counter spam annihilation.
