This. It was reinterpreted to be less debilitating to Imbued, right at the time of NoR.

You can find LSJ's post on it if you google hard enough.

Once again parts of the game had t be changed because of an expansion that changed the base fundamentals of the game, which had further knock on effects.

Kindred Segregation was not changed because of anything in NoR. The current card text was introduced in Camarilla edition and was not changed in Third edition. I'm guessing the reason for the current Kindred Segregation/Imbued interaction was to fit in with how Kindred Segregation is worded. I doubt any changes were made as a consequence of how imbued function.

I was involved in the conversation regarding that specific ruling for quite a while. It went back and forth once or twice. I know why the ruling is the way it is, not guessing. :D
The wording in Cam ed is because they had finally settled down on a version that would not piss off those who played imbued, degenerate hellspawn scum that they are aside, and also still allow some functionality for a card that at that time was fairly important due to the high incidence of ally decks in tournament play.

You sure about that, buddy? I mean, Nights of Reckoning was released only four years after Camarilla Edition.

Also, the ruling that Kindred Segregation doesn't affect Imbued appears to have been active during the previews to NoR in March 2006 .

So, how Kindred Segregation interacts with Imbued was decided before Imbued even existed. Thus, there was no reinterpretation of Kindred Segregation "right at the time of NoR."

How does Keystone Kine interact with Allies whose recruit cost is paid in blood? Do we check the blood cost to recruit and then compare it to the bleed taken by KsK action?

Keystone Kine doesn't refer to any particular type of cost and therefore all counts - blood, pool and life (in the case of imbueds).

Do we check the blood cost to recruit and then compare it to the bleed taken by KsK action?

The comparison is between the bleed amount done and the cost to recruit (blood and/or pool) and/or the influence cost in the case of imbueds.
