file Title Keyword on Political Action Cards

Back with another basic question!

I've noticed that new printings of certain political action cards have the keyword "Title" on them whereas my older version of the same card does not. What exactly does this mean? I've looked through the rulebook and online but can't find a clear definition.

Is it an additional requirement to play the political action card (i.e. you must use a titled vampire to call this referendum)? Or does it mean the card represents a title that remains in play for the purposes of being contested?

Here's an example:

CARDINAL BENEDICTION
Requires a Sabbat Vampire. Title.
Choose a Sabbat vampire with a capacity over 6. If this referendum passes, put this card on that vampire to represent the Sabbat title of cardinal. Camarilla vampires cannot cast votes or ballots during this referendum.

This is the correct answer. (I deliberately cut your phrase about it being in play for the purposes of being contested, as that has nothing to do with why titles stay in play.)

There are cards which require a titled vampire to play, e.g., National Guard Support, but those cards state that requirement clearly. There are also cards which require specific titles to play, e.g., Second Tradition.
Note that these title requirements can apply to card types other than political actions, too.

It is a place holder.

It also means that if the vampire change his title, the first place holder is burnt.
