Art notes: green masked lucha libre fighter ...

World of Darkness reference:
character from kindred most wanted book, also mentioned in the nosferatu clanbook. if i remember well, a nosferatu fond of lucha libre embraced him but was unable to master him so el diablo verde killed him. afterwards a mexico sabbat pack tried to kill him but without success, he sent them all to torpor... and later he created a kind of free fight illegal spot where other supernatural beings (a werecat and a redcap faerie among else) joined him for bloody fights shows

How does this card address a compelling game need?:
very few low cap vampire in group 5 and 6 with superior potence.
no nosferatu yet in group 6.
not yet vampire with lucha libre style : )

The vampire known as "El Diablo Verde" is a participant in the Extreme Wrestling Warfare, a violent and bloody variant of Wrestling with a high death toll. The fighters come from all walks of life and some are even supernatural in nature. El Diablo Verde is among the mightiest combatants of the ring and the hidden master of the games.

In his life, he was a simple Mexican wrestler that was formidable even then. After he had won the Mexican Heavy-weight title a pack of Sabbat vampires came and embraced him, only to be destroyed by him in a fit of fury when they tried to bury him to undergo the Creation Rites. Always wearing his mask to hide his-blood borne deformities. He cares for neither Sabbat or Camarilla and lives only for the sport. He has attracted quite a fandom that acts as his herd in these nights and even merchandise is published with his name.

he have disciplines like a 5 cap. He is red list but that's not a big issue for combatant vampire. And then he has two great specials on top of it ... Seems overpowered to me. By a lot.
A like this untap after combat special but it should be at least 6-7 cap and best at least 8 with some extra disciplines/ more superior dyscyplines

As alek says, that still feel a bit over the top, because Red List isn't much of a drawback on a combative vampire, and possibly even a bit of a minor plus if you throw Rebirth into the mix. (Requiring an action, and not just Amaranth, is annoying, of course.)

I could go for something like:
El Diablo Verde
Nosferatu
Group 6
Capacity 5
POT obf for
Independent. Red List. +1 strength. Once per turn, if Verde is ready after a combat involving him, he may burn a blood to untap. Bleed actions cost Verde an additional blood.

So bumping to 5 cap, making the untap not free, and making bleed actions more expensive - even in the most combative of decks, that's likely to be at least a little annoying. Doesn't have to be exactly that drawback, but it feels along vaguely the right lines.

4 points of disciplines, 1+ points for +strength, 1+ points for the untap, coming to maybe 6-6.5 points. Then with the drawback of Red List and the extra cost on bleed actions. Dropping the blood cost on the untap might be possible, if the bleed drawback is too harsh together with it.
