Vessel siuts Guruhi better than Blood Dool because it works on untap and can be usefull for Palace HG.
Powerbase: Tshwane fits well also in decks with lots of equipment to reduce pool cost.
As for me, guns seem to be useless in mostly stealth deck.
I would change Public Trust with Legal Manipulation for easier pool gain. It's cost less transfers to move pool to uncontrolled than it takes in another direction.
Most of Guruhi can play Iron Glare and it is cheaper than Aire of Elation with the same effect.
Guruhi Kholo and Overseer can be added in every Guruhi deck for a bit of politics defence.

What about defense?
After Lucian comes out you will face the difficulties with pool gain. And some other items have pool cost.
I would say, the absense of reactions is the main Guruhi problem.
Maybe usage of intercept equipment like Sport Bike or Phase Motion Detector will make sense.

Imho, start with Lucian first coming out isn't a good idea at all. The deck has no Founders of Ebony Kingdom, so a better start is with a smallest vamp.
