How does this card address a compelling game need?
The base Lithrac does not live up to its representation as an "Archon of some repute", especially without advanced Thanatosis. Base Lithrac does not have real usability in a Samedi deck: this is an attempt to remediate that by formalising the "Archon" role (without simply adding the Archon text as the advanced text).
The current special ability of +1 stealth on entering combat with another minion isn't particularly helpful on a minion with superior Obfuscate but basic Thanatosis and Fortitude: hence the addition of entering combat (my understanding of merged text is slightly shaky, but I assume a merged Lithrac could use the Advanced versions' rush at +1 stealth). An alternative suggestions if deemed too powerful: if inbuilt ability used and opposing minion still ready at the end of the combat, Lithrac burns a blood. Or can only enter combat with a minion controlled by predator or prey. Neither implementation is as good as the Archon political card, but a definite improvement in my view.

Merged +1 strength: makes Lithrac appear more reputable as an Archon.

maybe :merged: Lithrac gets a maneuver or a press during the first round of combat.?

even though Lithrac base is a half-decent secondary vampire, it is quite hard not to render him obsolete by making an :adv: version... like you said, maybe the free built-in rush is a little too good.

Yes, good point, the advanced shouldn't make the basic obsolete. Scratch the :adv: text to:

Since the base is a 5-cap he's still the go to vampire to fill out the crypt for a deck using little mountain. They just fit different deck concepts

Welllllll... in G2/3, most Samedi are 8-cap (three minions, and an advanced version, technically making it four). Exceptions being The Baron (9-cap), Jorge (7-cap) and George (6), with the base Lithrac as a 5-cap. If you plan to rely on Little Mountain Cemetery , a 6-cap Lithrac makes little difference (and has superior Thanatosis, so generally more useful) as presumably you'd be using a older Samedi with :OBF: and :THN: (such as Jorge the 7-cap, or Reg the 8-cap) in case you need stealth.
