Sometimes.
Usually 3rd,4th Generation are 11 Capacity... and sometimes they are 9 Capacity in VTES *cough* Gratiano *cough*

There are vampires that don't fit the creation rules and you can make the argument that maybe this vampire shouldn't either.

When it comes to basic version from post 1. I think that disciplines that goes above 3 are treated in different way, just like aforementioned Jessica:

In the creation rules, they give a cost reduction of 0.5 points for each discipline beyond 4.

If you're referring to the Create-A-Clan rules, they are not *the rules* for card idea submissions. There really isn't such a set of rules for that - design away! In the context of this forum, the Create-A-Clan rules are just a pretty good framework/rule-of-thumb for working on crypt ideas.

Only based on what you posted previously I would recommend this version.

1) It directly matches the source material.
2) is really good for Lasombra. Multiple vote push options and Voter Cap.
3) It has crossover with Brujah Anti.

Some perspective: Balancing odd numbered capacity is really difficult. 7 is right below the value you want in most vote decks as there are many good cards that are good only for 8+. You are looking a minimum of two turns to influence the vampire out and as you pointed out Bishop support is pretty bad. The ability you suggested is good, but is it good enough?
