Locked Minions who may block as though unlocked is what I think the point was.

May require"only usable as the action is announced", since usable by bugs, and if you wake you can't block, so it's harcore block denial in several situation.

Sorry this seems to be a language misunderstanding.

A minion in V:tES may be Locked or Unlocked. A locked minion may not attempt to block. There are cards that allow a locked minion to attempt to block. This card prevents Unlocked minions from blocking. It also prevents minions who are allowed to block "as if unlocked" from blocking. This card ALLOWS locked minions to attempt to block.

Not sure if I can make it any more clear.

How's about:

Reverse Psychology

Only playable as the action is announced.
Unlocked minions and minions who are using a Wake effect may not attempt to block this action. Minions who are locked may attempt to block and play reaction cards during this action.

Added restriction because it could get broke easy if not. Wake is printed on new Eyes of Argus.

Now, unsure if the additional Wake wording makes this still blockable by a Magagi with no secrets, but "wake" existing clears up the confusion of using the adjective"acting" in a case where it's describing a blocking minion, which obviously isn't acting.

Effect 1: Untapped minions cannot block this action. OK.
Effect 2: Wakes do not work this action.
Effect 3: Everyone has a Wake this action.

It does not work that way. Effect 2 would affect any wakes played this action, including any played after your card, and including Effect 3 on the card itself. Unless you want provide a wake effect without using the keyword, but that would be terrible design. Effect 2 should just be removed.
