file Responsible bleed modifiers

Feels a bit wordy. I like the idea of conditional bleed modifiers more, both because it is simpler and because it opens more design space to establish new win conditions. How about a generic template of +X bleed, where X is some status of the target's table:
-number of vampires in torpor/ash heap,
-number of titled vampires,
-number of tapped/untapped vampires,
...

I like the premise alot.

Eryss' Gift
Action modifier

:pro: +1 bleed. You cannot play any additional action modifiers to increase bleed amount.
:PRO: Only useable if a Methuselah other than your prey is the target of this bleed action. The acting vampire burns one blood to cause the action to end immidiately. Your prey burns 3 pool.

That ended up way wordier than I thought, but it would be interesting. Maybe drop the first part, and make :PRO: effect a :pro: effect and the card only have basic (like army of rats) and cost a blood.

"If your prey is not the target of this bleed, burn 1 blood to end the action (unsuccesful) then your prey burns 3 pools."

3 pool is too much. Just think of stanislava.. ..

Throwing out another option. I think some non-discipline-based strategies may naturally lend themselves to responsible bleed modifiers. Here's one based on contracts.

Name: While They're Down
Cardtype: Action Modifier
Only usable during a bleed action. You cannot play another action modifier to increase this bleed amount.

Choose a vampire in torpor with a contract naming this vampire to get +1 bleed against that vampire's controller or +2 bleed if that vampire has a capacity of 6 or more.

Art Notes:
A boot smashing down on an already bloodied face.

How does this card address a compelling game need?:
Gives combat decks which use contract more options. The bonus against larger vampires encourages contracts against larger vampires and makes sense because larger vampires should take more resources to get into torpor. It's responsible bleed. Why would the contract cause damage elsewhere? Doesn't require the burning of a contract, so there's more gamesmanship around how to handle your targeted vampire.

This is not abusable by Shakar: the Hunt, which burns when the target is sent to torpor, but is possibly abusable by Haqim's Law: Judgment. But to be honest, I'd like to see and Ur-Shulgi contract swarm bleed deck. ;)

It would be interesting to add an additional bonus for burning the contract (stealth or more bleed), but contract-based cards are too wordy because contract don't have keywords for targets and operators.

Bestial Determination
:action: :pro: (D) Bleed, the target of this bleed cannot change.
:action: :PRO: (D) As above, and this vampire can burn 1 blood to get +2 bleed. You cannot play another action modifier to increase this bleed amount.

The Mind is a Game
:modifier: :ser: Cancel a card that changes the target of your bleed.
:modifier: :SER: Burn one blood or a corruption counter to get +2 bleed. You cannot play another action modifier to increase this bleed amount.

These are mostly all good and fine ideas, but remember that theres a good reason for protean not having any extra blees cards: its one of the best survival and delivery disciplines in the game.
