Submission: safety lock

Ok... Coming back to the initial subject...
If i understood correctly it would be better to have the following:

Safety lock
Reaction
Only usable when a d action against a minion or location ends successfully or not.
Put this card on this minion or on this location. Further d action directed at this minion or location will get -1 stealth and cost 1 more blood.
It can be only a safety lock per card.

1. Making it a reaction helps to make it practical. I tend prefer trifle actions for a minor permanent effect.
2. Minion or location helps make it different from already existing cards.
3. Thematically, the card should lock something or change the name.
4. The wording needs to be cleaned up. I am guessing the idea is that you want Allies like Jake Washington to be able to play this card, thus no card text requirement?
