Yea, I'd have them pick some stuff they like. No sense giving the sneaky bleeder proxies of Charisma, the unmasking, and WWS. And someone who wants an eagles sighting controlling wall deck wont have much use for the Bitter and Sweet Story or Awe.

This list is ordered by number of copies used, so it can be taken as a fair indication of number of copies you would need for each card. Eg, Pentex Subversion is in far more decks than Ashur Tablets, but because the later is usually included in sets of 3 (6 and 9 are the most common frequencies) while the former often features as a single copy, you should actually print more Ashur Tablets than Pentex Subversion cards.

When I think "staple", I think of cards that are "auto includes" in decks. These are all cards that would be on the top level of the power curve. Just off the top of my head:
