Hmm? Telepathic Tracking can be played against Rotschreck, as combat would be about to end. A rewritten Psyche would fit in the same slot.

[LSJ 20031002]

Ruling on Telepathic Tracking says:
Superior Telepathic Tracking may interrupt the end of combat
produced by Rotschreck, which will cause the rest of Rotschreck's
effect to be lost (no torpor). [RTR 20020501]

There is always an End of Round window (the new window for Psyche), no matter how the round ends. If it was not the case, then you could not Taste a vampire going to torpor after strike resolution for example. It is in the general rulings too.

General Rulings :

Combat effects played at the end of a round/combat can be played when the round ends via S:CE or similar.

What's the difference then?
Combat is not about to end. It ended already.
Rötschreck's "Combat ends." part of the text apply before the use of Psyche!.
Since:
a. You can only use Psyche! in combat
b. You are no longer in combat

It appears to me that you can play Psyche! no longer.

I would like to see an explanation that carefully walks us through both Impulse and exact moments of card resolution and effects.

The real effect of Combat Ends is to jump directly to the end of the round. Although it is written only for Strike: Combat Ends, I guess it is the same for Rotschreck and other stuff like Alpha Glint.
