I think the only way to avoid rotchech is play telepathic tracking.

You can cancel the Rotschreck outright with master-cancellation tech, such as Sudden Reversal or Wash. That will depend on you getting into combat when:

a) it's not your turn, or
b) begging one of them cross-table from an ally. Meth A in combat with Meth B on A's turn. Meth B plays Rotschreck. Meth C can cancel it.

You can partially nullify it (it's still on you) if you play any of:
- Telepathic Tracking
- Psyche!
- Coordinate Attacks
- Hidden Lurker
- Fast Reactions

Possibly other effects too.

The basic ruling is from thelasombra.com/rules/RTR512.txt :
Effects that end combat and then do something else after combat (all in the
single resolution of the effect) will fizzle if combat doesn't end or if a
new combat is started. (Changes: Rotschreck followed by Fast Reaction or
Psyche! will nullify the torpor effect.)

Please also note: Santaleous can cancel it as its played.

It cannot be played on gotsdam/someone with sires index fimger,

Most importantly:

Anybody with basic Abombwe can play ANY abombwe card's reflexive text to cancel a frenzy card played on them as it is played.

Technically incorrect. (You probably still wouldn't play it, but you can.)

www.thelasombra.com/rules/RTR7-7-7.txt

Rötschreck can be played on a vampire who is immune to Frenzy cards (uselessly,
since the target is immune to it).

I'm not 100% sure what "cycling a master phase" is. But cycling cards for no useful effect is perfectly ordinary if, for example, you want to get to that Deflection you know must be coming up soon.
