It works, but they have "a circle of their own" they do not share with anyone else.
There are also tricks like Clan Impersonation or Qadir to create non-Sterile Blood Brothers.
i'd be shocked if clan impersonation actually worked like that.

What I say is not official, of course, but yes, if a Blood Brother has a circle, even a circle of their own, then that circle satisfies Angelo's special.

Independent. Red List: All Blood Brothers may play cards that require Sanguinus [san] as if Angelo were a member of any circle.
a "circle of one" fits in the "any circle" criteria.
