Cardtexts for the three cards will be slightly updated to be closer to how they work, but it doesn't change anything in the timing of the cards. I just mention it here for clarity:

Priority Contract
Official cardtext
Unique contract. Trifle.
Put this card on a minion controlled by your prey and choose a ready Assamite you control. The chosen Assamite can enter combat with this minion as a +1 stealth (D) action. If this minion would leave the ready region, you can burn this card to gain 3 pool.

Revised cardtext
Unique contract. Trifle.
Choose a ready Assamite you control, and put this card on a minion controlled by your prey. The chosen Assamite can enter combat with the attached minion as a +1 stealth (D) action. If the attached minion is about to leave the ready region, you can burn this card to gain 3 pool.

Explanation: "would" is only used for replacement effects. Gaining 3 pool is not a replacement effect. The only change is that if someone plays Minor Boon to prevent the minion from leaving the ready region, you cannot burn the Priority Contract.

Provision of the Silsila
Official cardtext
Usable by a locked vampire.
Only usable after a combat involving this Assamite and a minion with a contract naming this Assamite. Only usable if the opposing minion is not ready and this Assamite is ready. This Assamite gains enough blood from the blood bank to reach full capacity, and the contract is burned if still in play.

Revised cardtext
Only usable after a combat involving this ready Assamite and an opposing minion who is not ready with a contract for which this Assamite has been chosen. Usable by a locked vampire.
Fill this Assamite to full capacity with blood from the blood bank, and the contract is burned if still in play.

No change.

Black Throne
Official cardtext
Lock during a referendum to gain 2 votes. Lock when a minion with a contract leaves the ready region (only usable if an Assamite you control had been chosen for that contract) to gain 1 pool.

Revised cardtext
Unique location.
Lock during the polling step of any referendum to get +2 votes. Lock after a minion with a contract and chosen for that contract by an Assamite you control leaves the ready region to gain 1 pool.

Explanation: Black Throne is used after resolution of the effect that makes the minion leave the ready region. This was already the case before (general use of "when").

Now, back to the question (who was already answered here by the way)

1a) Assamite torporizes Priority Contract target
1b) Assamite's controller chooses to burn Contract as the Contract target would be leaving the ready region
1c) Contract target leaves the ready region
1d) Assamite's controller checks to see if there is a minion with a contract leaving the ready region
1e) There isn't (Priority Contract has already been burned), so Black Throne can't be locked

Incorrect at 1d). The condition for the Black Throne is "did a minion with a contract ... leave the ready region"? It was the case (same as for Provision of the Silsila), so you can lock the Black Throne after the "leave the ready region" effect has occurred to gain 1 pool.

or

2a) Assamite torporizes Priority Contract target
2b) Contract target leaves the ready region
2c) Assamite's controller checks to see if there is a minion with a contract leaving the ready region; there is, so Black Throne is locked to gain a pool
2d) Assamite's controller checks to see if there is a minion with a contract who would be leaving the ready region
2e) There isn't (that minion has already left the ready region)
2f) Priority Contract can't be burned to gain pool, as the window to do so has already closed

Incorrect. The correct course of events is:
3a) Assamite torporizes Priority Contract target
3b) No replacement effect prevent it, the target "is about to leave the ready region"
3c) Assamite's controller burns the Priority Contract to gain 3 pool.
3d) Assamite's controller can play Provision of the Silsila (if 3a occurred during a combat)
3d')Assamite's controller can lock Black Throne

3d and 3d' both happen after resolution so they can be played in any order. In both case, the condition is met (a vampire with a contract... left the ready region)

tl; dr Are "would leave" and "leaving" synonymous in VTES-speak?

We are trying to clarify that and make it consistent. The relevant order is:

- "would leave" step (last call to for replacement effect)
- "is about to leave" step (you can't replace the effect anymore)
- leave (not a step, nothing "interrupts" it, you simply resolve the effect)
- "after" he leaves

By default, the search time period extends to one year, don't forget to change it to "any date" to search thoroughly.

This is terrible.

Probably. It's syntaxically correct but too complicated. It's work in progress.
