For Crimethinc purposes is the "enter combat action" granted by Open war actually requiring an Anarch?
In a wider reading: does the text "Anarch vampires" means that action "requires an anarch"?

Yes. The action to put Open War in play also requires an Anarch, since Baron implies Anarch. (Similarly, 'requires a Prince' implies Camarilla.)

Well, that would depend on the context.

If, as here, being an Anarch vampire is required to take the action, it's a requirement. But the phrase "Anarch vampires" (or just "anarchs") could turn up in other situations too, like an action where anarchs have a bonus on the action, but other vampires can take it.
