Recently i'm trying to learn about this game with my friends, and came a doubt about bleed and reaction time.

Player A bleed for 1 his prey. He will not block and say that the action was successful. Then Player A use Conditioning to increased the bleed to 4.

At this time his prey can still play Archon Investigation?
Can he play Deflection? and Telepathic Counter?

Ty everyone.

Archon Investigation, Master, 3 pool,
Out-of-turn. Only usable if a minion is attempting to bleed you and the bleed amount is 4 or more, after blocks are declined. Burn the acting minion. (The action is not successful. )

Deflection, Reaction, 1 blood, Dominate
Only usable if a minion is bleeding you, after blocks are declined.
[dom] Lock this reacting vampire. Choose another Methuselah other than the acting minion's controller. The acting minion is now bleeding the chosen Methuselah.
[DOM] As above, but do not lock this vampire.

Telepathic Counter, Reaction, Auspex,
[aus] Reduce a bleed against you by 1.
[AUS] Reduce a bleed against you by 2.

As long as a reaction isn't trying to block (some explicitly do), you can play the reaction. Redirecting bleeds, reductions and OOT masters are all legal after declining blocks.

You actually have to decline to block before you can play any reaction that changes the target of a bleed (Deflection, etc.).

You've got your timing all wrong. Once the prey declines to block, Player A can play more cards (if he chooses), but the action is not yet successful. Only after Player A and every other player decline to play any other cards or use any other effects is the action successful.

So, in your example, the prey saying he is not blocking, does not make the action successful. Furthermore, since Player A plays an action modifier to increase the bleed, the prey is given an opportunity to respond. This is where you can play Deflection, etc.

Player A can't wait out the prey regarding the Deflection either. Player A must declare that they're playing additional effects or not (passing the Impulse).

The playing of effects is slightly more complicated, but this basic description will suffice for what you're asking here.

Technically prey doesn't decide whether bleed is successful. He only decides whether or not he attempts to block. If he declines to block, Other players can block with certain cards (eagle's sight)
- Then active player (you) can choose to play cards, such as increasing the bleed with an action modifier.
-Then prey can choose to play cards, such as archon investigation, wake, deflection, etc.
- Then other players can choose to play cards (although rare, someone may for example cancel a bleed modifier with direct intervention)

The standard procedure and dialog goes something like this:
Player A: "I bleed for 1."
Player B: "No blocks"
Player A: "Bleed is for 1. "
Player B: (-1 pool)

Or:
Player A: "I bleed for 1."
Player B: "No blocks"
Player A: Plays conditioning at superior. "Bleed is for 4."
Player B: On the qui vive, deflection "deflect forward".
Player C: "No blocks"
Player A: "Bleed is for 4."
Player C: (-4 pool)
