Only one can be played in a game

Hello Friends

One regular question for a new player.

- If a cards state only one can be played in a game as Open War or Political Stranglehold...If that action is blocked. Can I try again in other turns? Its considered played if the action is blocked?

even if it gets Cancelled it is 'played'
