If I make him anarch with the advanced version, then merge (via Legacy, transfer or whatever) do Ambrogino keep his anarch sect and 1 vote?

The titles 1 votes, 2 votes, and 3 votes are tied to the vampire and not their sect like Prince or Archbishop. So, in your scenario, Ambrogino would be Anarch with 1 vote.
