Then again, its not like design intention has been taken into account when making rulings of other cards... why should it be taken now?

Uh, LSJ was the lead designer when Angelo was printed. And he didn't give it a circle (such as Angelo Circle or whatever), meaning that it functions as a circle of one - and each copy of a vampire in a circle of one is in its own circle of one. And he literally confirmed his own design intent in that post.
