Choose a Methuselah who has more pool than you do, and allocate 3 of their pool between 1 or more of the other Methuselahs (including you). Successful referendum means the chosen Methuselah loses that pool, and it is allocated as you chose.

More time we have doubt about this card: what if nobody have more pool than you,can you play Parity Shift? and action fail(end without freak drive allowed)? or you cannot play Parity Shift?

No. There must be a legal target for the terms of the referendum when you announce the action (even if the terms are announced later, when the action is successful).

Ankha is of course right that you need to have at least one legal way of conducting the action when it's announced (or you can't start the action).

Picking up the Freak Drive point, however, an interesting facet that isn't always obvious, is that if the action isn't blocked but there's no longer a legal target when it resolves(*), the action fizzles - but is successful (reached resolution without being blocked). This means you can play inferior Freak Drive.

The usual circumstances of this question are "Parity Shift and the
intended target, who is the only legal target, drops xer pool total
below that of the acting Methuselah's".

The action is successful (unblocked).

Resolution: conduct a referendum.

When it comes time to set the terms, the action fizzles (terms cannot
legally be set).



If there is a legal target, however, you would have to set the terms - even if it's no longer the legal target you wanted (e.g. your prey drops their pool total, but your grand-predator has a healthy whack of pool for you to nick). You can vote against your own referendum, of course.


(*) Because the player(s) with more pool than you spent some pool somehow, such as using KRCG News Radio or paying a cost with Angel of Berlin.
