On the "Card rulings" page:
- Delaying Tactics:
Says that the card "burned" by Echo of Harmonies does not go back in hand.
But EoH has been reworded in Legacy of Blood reprint since the ruling. Is the ruling reversed (since the card is not "burned" any more, but "played as if from your hand") ?
To be clear: Does the Political Action on Echo on Harmonies go back into the hand of its owner if Delaying Tactics is used during the referendum ?

Delaying Tactics

Only usable during the polling step of a political action.
Cancel the referendum. Unlock the acting vampire. If a political action card was played to call this referendum, return it to its owner's hand (discard down afterward). Minions controlled by the acting Methuselah cannot take the same political action again this turn.
