Strikes are resolved simultaneously. So, the damage from both handstrikes is applied, then handled. Since only the damage handling part could burn vampire A (if it is aggravated for example), vampire B has to handle the damage applied earlier from A's handstrike. So, yes, B takes the damage from As handstrike.
