Yes it is. Check the vtessets.csv inside the archive (you can also download it from here: www.vekn.net/card-lists)
Your version of ARDB seems VERY old. You should use version 3.2.1 or 3.1.2 at least.

I suppose you've used the "File > Update Database from File" command, correct? It works on my computer, as well as the "File > Update from Internet".
Please check that you're using the downloaded file (check the path) and don't forget to close and restart ARDB afterwards.
