so this is an actual storyline event available for all? This is just not for Europe?
We plan to use the European Championship in Budapest as the first opportunity to try this new format out. [...]
If it works out well the we hope to present similar limited, geographically themed games at other national and international events in the future.

Yeah, you could play storyline games only at Budapest during more or less EC.
Nothing is preventing from you playing with the same rules with your playgroup elsewhere but the results won't affact anything.
I find such storylines a nice idea.
I'm already looking forward to the ones next year in Stockholm EC as well as the one that will tie to it (the one we Finns will be playing while on the ferries to Sweden -if you want to attend and feel the crazy ferry experience book your flight to Helsinki and take the ferry to Stockholm).
