Ivan Krenyenko equip reduction

Can someone confirm the reduction from advanced Ivan applies whatever means he uses to equip? i.e. by an action of course but also by the effect of another card?

e.g. if Ivan was previously equipped with a Pier 13 Port of Baltimore, then he could equip with an Helicopter at influence phase for only 1 pool instead of 3?

Advanced version reads:
" Equipment costs Ivan 2 less blood or pool to equip."

Pier 13 reads:
"During your influence phase, this minion may equip with a non-location, non-unique equipment card from your hand (requirements and cost apply as normal). This is not an action and cannot be blocked."

Yes, it has even been confirmed for example that Black Cat was allowed to concealed an equipment costing 3 pools !
