Yes, but note that:

a) you must be able to attempt to block e.g. you can't use Second Tradition with a tapped vampire cross-table with a vampire who can't block the acting minion. (And you can't use Second Tradition with a tapped vampire, then play Eagle's Sight to allow you to block - you have to be able to attempt the block when you play the "untap and attempt to block" card.)

b) you must attempt to block, and can't voluntarily decline until/unless you lose a stealth/intercept fight with the acting minion, or are otherwise prevented from blocking (e.g. the acting minion plays block fails).


So you can't, for example, do either of the following, which players often hope they can do:

- have your predator bleed you for 3 at 0 stealth, play Black Sunrise to untap the vampire (with zero intercept), decline to block even though your predator plays no more stealth, and play Deflection with your newly untapped vampire. You're at 0 intercept, the acting minion's at zero stealth, so the block is attempted and successful.

- in the same situation, play Black Sunrise or Second Tradition (etc.) so that you can leave the vampire untapped for, say, Enkil Cog or Madness Network. You must attempt to block, and if the block is successful, that's that.



One thing you can do, though, is play any such "untap and attempt to block" card when you can legally attempt to block, but you know you don't have enough intercept. For example: your predator plays Night Moves to bleed you at +6 stealth. With Constanza Vinti (tapped), you play Second Tradition to untap and attempt to block with +2 intercept, to cycle the card and untap herself, but you know there's no way you can actually get +6 intercept with her and your deck.
