Shock Tactic
:combat:
Requires a sabbat. Usable once each round.
:cel: Additional strike, with an optional press
:for: Prevent 2 damage, with an optional press to continue combat.
:obt: Maneuvers, strikes (opposing minion may chose to not strike) and prevents cost enemy minion an additional blood.
:obf: Maneuver, with an optional press to continue combat.

Compeling game needs: Sabbat combat need to be better than anarch.

Art notes: Something like that, but proper, could add some shadow tentacles.

Sabbat.Black Hand Shakar: Lech loathe ranged weapons. Once each action, he may burn 1 blood to become Camarilla Prince of Krakow until the end of the action.

Why do you want this?

One of the few mechanical differences in this game, one of the few between the sects, and you want to ruin that difference? :'(

Having 3 different inferior disciplines on a card is THE anarch mechanic... It's a huge part of what makes them different from the other sects... which mostly have little to no distinct mechanical differences from what I see.

What you're proposing would be like giving the Daughters :doca: clan weakness of difficulty blocking / no intercept to some other clan, or like giving the Assamite :assa: Blood Curse to another clan, or like Elotar wants, giving bleed bounce to everyone, which would make the clans feel more similar, less distinct. (I poke fun at Elotar in good humor, but this is a serious topic.)

Edit: Let's consider the themes of the Sabbat:
* They believe in and fear the Antediluvians.
* They hate, hate, hate the Camarilla.
* They want to enslave mankind and rule openly.
* They have religious blood rites.
* They practice diablerie.

Given these different themes, we can come up with some distinct design space for them:
* They could get bonuses against the oldest vampires: 9, 10, and 11 caps.
* They could take free harmful (D) actions targeting mortals allies and mortal retainers.
* They could have specific anti-Camarilla tech.
* They have cards that move blood around, but this could be expanded on.
---Related to the above, their cards could have heavy blood :blood: costs but powerful effects.
* They could have cards and effects that emphasize diablerie, like eating your own vamps.

With that in mind, Shock Tactics could be something like:
Action :action:
Costs 5 :blood:
:POT: (D) Diablerize target titled Camarilla vampire. This acting vampire gets +2 strength for this action; may press x3, only usable to continue combat; and may diablerize the opposing vampire (if any) in combat, should that vampire leave the ready region.

:gang: :CEL: :FOR: :PRO: :cap6: Gangrel. Noddist. Camarilla. Once each turn, LivesByProxy may burn 1 blood to lose Protean :PRO: until the end of the turn and gain your choice of superior Auspex :AUS:, Obfuscate :OBF:, or Potence :POT: for the current action.

Sabbat are true martial sect fighting antideluvians and their minions, anarch are punk pussies. It's obvious who should be better.

Having 3 different inferior disciplines on a card is THE anarch mechanic... It's a huge part of what makes them different from the other sects... which mostly have little to no distinct mechanical differences from what I see.

Your reasoning do not looks "obvious" to me, actually the opposite - it's plain wrong. You both misunderstand the sabbath and ignore the fundamental ccg design principles.

Adding a fourth inferior discipline is not very creative...
