Angelica not needing intercept

CLARIFICATION:
Can Angelica use her card text to gain intercept, overriding the "even though intercept is not yet needed" rule in [6.2.2.2]?

She can use her cardtext to gain intercept when needed, but she can't use her cardtext to gain intercept when not necessary, as stated in Rulebook 6.2.2.2.

But if she need 1 intercept, she can burn 11 master if she want, right ?

Yes, though that would require you to have 11 masters in your hand at that very moment.
