file Aggravated Damage See-saw

I have a vampire in combat and I play Skin of night. (:for: This vampire treats aggravated damage as normal damage for the remainder of this round.
:FOR: As above, and prevent 1 damage.) later in the round, that vampire takes 3 Aggravated damage. Can I use Soak (:for: Prevent 2 non-aggravated damage.
:FOR: Prevent 4 non-aggravated damage.) or other cards that specifically prevent non-aggravated damage as my vampire treats them as normal damage?

Nope.

The damage is still considered aggravated whether your vampire treat it as normal damage or not!

Confirmed in [LSJ 20001223]

No. Superior Resilience will only prevent normal (non-agg) damage.
Skin of Night allows you to treat the damage as normal (that is,
you can burn a blood to heal it and it won't burn you if your
wounded), but the damage is still aggravated.

is there any reasonably easy to use, searchable database for rulings like this?

Yes, if you read French: www.veknfrance.com/forum/viewtopic.php?t=16154

The same answer is given (in French) under the Skin of Night entry as well as an active link to the same ruling.

Pierre Van Tran created this excellent reference page. Even if you don't speak French, you might find the links under the different card names to be useful since they lead to relevant rulings. It is close to complete, although I think it may be missing some very recent rulings or non-card specific rulings.

A couple of years ago I translated T-Z into English and submitted them to Pascal. (I'm a native English-speaker who speaks French decently well.) Besides a 'thank you', he didn't suggest that I continue or indicate how he might use the translations. I might be interested in continuing that work if there were a public forum for it.
