1) Stupid question time: The controller of the acting vampire chooses all of the targets of Sowing Dissension, correct?

2) Can Sowing Dissension be played if there are one or more other players who have no ready untapped vampires younger than the acting vampire?

2a) If the answer to #2 is "yes," what happens if a methuselah has no ready untapped vampires when Sowing Dissension successfully resolves?

2b) If the answer to #2 is "no," does Sowing Dissension fizzle if one of the selected targets becomes tapped between the announcement of the action (including its targets) and before the action resolves, even if the action was otherwise successful?

Sowing Dissension
Requires a ready anarch.
Each other Methuselah taps an untapped ready younger vampire he or she controls. If this action is blocked by a non-titled vampire, the acting anarch can burn 1 blood to cancel combat and untap.

1) Not so sure, Sowing Dissension appears to target the Methuselahs and compels them to take an action if resolved. "Each other Methuselah..." instead of "Choose one younger minion controlled by each other Methuselah". I'd want to have Pascal (or maybe an old LSJ ruling) confirm just what the target of the action is.

2) If the action targets the Methuselahs then it is valid regardless, the Methuselah is compelled to take an action which they cannot successfully resolve and it fizzles for that Methuselah. Rather like Political Actions such as "Peace Treaty".

The targets of Sowing Dissension are the Methuselah, not the minions. So you have nothing to choose when you announce the action. Upon resolution, each Methuselah will choose an "an untapped ready younger vampire he or she controls" and tap it.

Yes. But it will have no effect for these Methuselahs.

Me too. :) I spent quite a bit of time trying to find a ruling about this, but couldn't find one from either era of rules director. Hearing from Pascal about this would be great.

Let's not be too hasty. It will have no effect for such Methselahs' minions. These (== any other) Methuselahs are still the target of a (D) action
