How does this card address a compelling game need?

HoS are support vampires that lack some distinctive useful action cards. Threading the Path of Orpheus is a terrible card for instance.

Look like a cool idea ; I didn't find any cards easily broken by being suddenly burnable.

It still can burn events like Fall of Camarilla, or cards like First Traditions who don't exactly look like something Harbinger can act about. But that's a flavor nitpick, not a power problem.

Do you think HoS can explain to Ennoia to stop eating people while merged with the planet ? I think that thematically, it's not out of scope of their abilities, but they will lack raw power. Especially since you can have a cap 5 HoS who make Ennoia nice or destroy the army Absimilliard created.

Now, that card can remove the +1 intercept to ally event. That's a desireable thing by itself.
