We have 5 rulers each of Berlin, Miami, London, Washington (and so on...).
But no one, except now one Anarch, is the ruler of Versailles, Canberra, Columbus.
Why there is a need to expand the list of cities? And why are new cities given to Anarchs?
Does it have anything with the V5 story?

Versailles, Canberra, Columbus are almost impossible to contest, while Berlin, Miami, London, Washington are easy to contest. Contesting is part of the game, and can be very important sometimes, and can make the game even more fun. Does this disrupt that aspect of the game?

Is the point to give more political power to Anarchs? Obviously yes, but why exactly in this way?

Looking at the group number of the new(er) vampires, I guess it is at least partly an attempt to make group 5/6 vote decks more appealing. "You want to be (almost) sure not to contest titles? Well, then choose group 5/6."

To the best of my knowledge, no specific justification has been given. But given that Anarch titles are - by and large - much more annoying to acquire than their counterparts(*), it seems like a reasonable design choice to give them somewhat less crowded cities to choose from.
If you were building around Jacques Rouge being Baron of Somewhere More Popular and you did find yourself getting contested, it could be disastrous for you but merely annoying for the Camarilla Prince deck that's lost one of its several native titles.


(*) Either doing it the long way, without the ability to use weenies like a Praxis Seizure or Crusade deck down, or using a very small number of native Anarch titles - compare the options you have to, say, Ventrue Law Firm, EuroBrujah, the new Lasombra in The Untitled Goose Sabbat Expansion, AAA etc.

Expand rewards for mono ity title cards. come out with a generic card with two functions. Select any city title in play within your sect. Gain that title. Perhaps with a capacity min. 1 Blood cost? A D action Bleed +1 as well?

Perhaps an addition to the rules what a vampire may do after they win contesting a title. Not such an impact as a Trophy.
