Why Scourge of the Enochians, when 2 out of the 8 vampires you really play are cap 2 or 1, so could be targeted by that event?

In games where you're trying to defend Smiling Jack against a weenie breed deck, it's best to play Scourge to reduce the number of actions against yourself than it is to get your 1-cap or 2-cap out.
