I don't find having 14 crypt cards that bizarre.

No, not that, the "Min: 6, Max: 16, Avg: 2,78" part.

It's the total cost of the crypt, not the cost of individual vampires.

OK, this might be dry French humour, but if it isn't, I don't think you're correct (the total cost of the crypt is 35).

I meant the total cost of the initial crypt you draw.
If you draw the 2 1-cap, and 2 2-cap, you have a total capacity of 4 to bring out your full initial crypt.
If you draw the 4-cap vampires, you have a total capacity of 16 (4*4) to bring out your full initial crypt.
