Enter combat with a ready tapped vampire. For the duration of combat the opposing vampire is considdered red list.

It's working against assumption that to include someone on the red list is a kind of political move. This causes that everyone can be red listed and everybody can do it (f.e. 1 cap caitif can "red list" inner circle) , which makes no sense looking on WoD background

How about a card that serves both to make a vampire Red List and as a trophy? A rough sketch:

Dead or Alive.
Action. Requires a titled vampire.
Put this card on an ally or younger vampire. He becomes Red List. No Blood Hunt can be called if he is diablerized. If a vampire burns that minion in Combat or as a action, that vampire's controller can search his library, hand or ash Heap for a trophy and put it on that vampire (this is on top of the trophy awarded by the Red List trait).
