Blood brothers converter

Just a quickie. Assuming the main push is for a sabbat expansion, I wz wondering what clans/disciplines in the sabbat need a boost. I got to thinking maybe Blood Brothers r still a bit sketchy - they got some great goods in httb, but they still lack a bit, or more to the point there's still at least one major problem: the limit to the Circles. Might it b a great idea to be able to expand one's Circle? Eg to influence out BBs from different Circles and play a card that enables them to convert all to a single circle.
Eg:

Name: Circle Work
Cardtype: action
Cost: 2 blood
Requires 2 ready Blood Brothers of different Circles.
+1 Stealth
Choose this acting and another Blood Brother of a different Circle you control. The acting vampire becomes a member of the other vampire's Circle. This acting vampire cannot be older than the second vampire.

Could also be played the other way around - acting vamp choose the other to join his circle.
Or as a Master: location. Pay a pool to play, enables a minion to take the described action that costs 2 Blood.

The choice of 2 blood is so it's an expensive action, but can still b played by the Mexico circle

And it would only be useful for group 2 since there is only one circle per group now.

Could someone perhaps explain some brief history of the BBs & how sanguinus is meant to work then to the WoD noob??
Is there absolutely no way a BB could be joined to another Circle?

There is Tom from the Chicago cirle was of another circle. The creation of blood brother and moving circles was done by Tremere Antitribu and Tzimisce. Blood rituals and body work. If it were a card it should be and card. Maybe like this:

+1 Stealth
Choose two Blood Brother of a different Circles you control. Chose one of the circles. Both vampires becomes a member of that Circle.
Choose a younger Pander you control and a ready Blood Brother. The Pander becomes a Blood Brother with the same circle as the Blood Brother and gains

Sounds great!! Especially the Superior.
Somewhat obscure usage i guess, but at least the superior offers the slimmest possibility of a cunning deck idea.
Hopefully there are some better options for BB's tho

I can already see a Sascha Vykos & Goratrix tag-team, or Malgorzata & Mistress Fanchon duo
Or a Nickolai deck

Bit weak, but perhaps better than another Parity Shift...
