Compelling Game Need?: None. It's just cool. Emphasizes the political aspect of VTES which is its best, most unique feature IMO.

Funny idea, but mostly as flavor. I can't think of much actual gameplay use for this card.

I don't think it would work in conjunction of calling a political action with daring the dawn, since you only go to torpor after the action is over. Kinda sad really. You cant posthumously vote for burning in blood hunt that follows you being diablerized. Definitely not too strong a card.

However, I'm not sure if this ability is a "presence" ability? Seems more like fortitude's domain.

It probably shouldn't require titled vampires.

It also needs a secondary function. Maybe it should read:

Dramatic Entrance
or
Only usable by a titled vampire in torpor during a referendum. Move that vampire to the ready region. That vampire gets +1 vote for each level of Presence he or she has.
Only usable by a ready, untapped vampire not currently involved in combat. Combat Ends. Unlock your minion involved in that combat. Lock this minion.

While getting out of Torpor is Fortitudes domain, being dramatic is Presence's domain.
