"Open-ness" for next ECs ?

Hi !

As there are some doubts among French players I would like to know if my "analysis" is correct :

EC 2017 is an Open tournament so imho the next ones will also be.

Am I assuming too much as one of the players said to me because Floppy didn't make a formal announcement ?

And if I am wrong, what is the reasoning to go back on this decision ?

I have a gut feeling that we try out the Open format for Berlin and see what happens.

Formal announcements will probably be coming in late January, IIRC.
