Others have attempted to find a more recent than 2001 ruling by LSJ. It seems to imply that CoT will remove the NRA taint.
Does Change of Target "wash off taint" for the purposes of the No Repeat Actions rule. Such as:
Minion A declares a Bleed action. Minion B attempts to block. Minion A plays Change of Target.
Can Minion A now declare another bleed action (with a different name to the previous bleed action)?

Huh?
NRA kicks in on resolution of the action, successful or not.
Change of Target doesn't say it cancels the action. It says it *ends* the action unsuccessful. If the action has ended, it means it reached resolution, so if it was a bleed/vote action, you can't try again. I realize the card text on Change of Target is somewhat redundant with this interpretation, but we can just throw that on the pile of reminder text.
Compare to Tangle, which specifically says it *cancels* the action.
(Also, if LSJ's 2001 ruling stands, this is clearly a case of a card in need of errata)

CoTs text is not redundant, because it means the minion can't attempt even normally repeatable actions again (like hunting), but yes, Change of Target is played when the action is -blocked- which means the action reached resolution, and thus the normal NRA rules also apply.

Then again, this errata say nothing about Change of target except confirming it does not wash anything. At best, it could be used to argue that tangle does not wash the NRA taint, not that Change does wash it.
(and even for Tangle the ruling seem to not apply, since the Krassimir special intervene after the resolution that give NRA, and Tangle before)
