If Uta Kovacs uses Clan Impersonation to switch to Tremere and equips the Ankara Citadel Turkey, how is the cost of THA cards calculated.

Sabbat: Uta can enter combat with a minion controlled by another Methuselah as a action. Cards that require Thaumaturgy cost her 1 less blood.

Ankara Citadel, Turkey

This equipment card represents a location and does not count as equipment while in play. Unique.
Cards that cost blood cost this vampire half as much blood to play (round down).

It seems that either effect you apply first leads to the same outcome...

If a card costs two blood, Ankara reduces to one, and the special reduces by 1 for zero cost OR special reduces by 1, ankara reduces by 0.5, round down to zero.

Is this correct?

If Uta Kovacs has Ankara Citadel and plays a Thaumaturgy card that costs 3 blood or less, she pays 0 (3/2 = 1.5 rounded down to 1 -1 = 0). If the card costs 5 blood, she pays 1 (5/2 = 2.5 rounded down to 2 -1 = 1). And so forth.
