Why does this card have text stating the vampire must be ready to modify another minions action when the general rulings already prohibit such modifications from torpor?

When you ask question, add the card text to your post.

Only usable by a ready untapped vampire other than the acting minion you control. After playing this card, you cannot play another action modifier to further increase the bleed for this action.
[dom] The acting minion gets +1 bleed.
[DOM] As above, but usable by a ready tapped vampire.


The text of the card replace the normal condition to play an action modifier, to allow it to be played by a minion which is not acting. It specify "ready" for two reason :
* it's clearer
* ally can be not ready but not be in torpor, for example when they are recruited. Since some ally can play action modifier as vampires, it prevent the corner case of thoses ally using a card the turn they are recruited.

They don't.

According to the rules, only the acting minion can play action modifiers. It often entails that he is ready, but not always. A vampire trying to leave torpor can play stealth (or even better: Daring the Dawn :laugh: ) when someone attempts to block him.

Action modifiers played by a non-acting minion such as Empowering the Puppet King are an exception to the rules. As such, they need to have their own rules on them.

Reactions, on the other hand, are indeed reserved to ready minions in the rules.

They don't.

Action Modifiers/Reactions:

Action modifiers cannot be played by a vampire in torpor unless that vampire is the acting minion. [RTR 19970306]

I don't understand how the general rulings say a vampire cannot modify actions while in torpor unless that vampire is the acting vampire and then you tell me the general rulings do not restrict such modifications.

And what is your point exactly ?

I mean, the ruling say you cannot, the card say you cannot. It seem pretty consistent. And the text on Empowering is not useless or simply a reminder, since it prevent non-ready minion that are not in torpor from playing the card.

Also, he talk about the rules, not the rulings.
