Can Vamp B play Vendetta as a reaction or does the WwEF effect end once the successful bleed is resolved?

Yes.
The bleed is resolved, but that does not mean that the action is concluded.
Else reactions like "touch of pain" could not be played by a waking vampire.

Usually people think of Delaying Tactics, but Touch of Pain is a valid example.
