Just to clarify, the blood is paid by the acting during his untap phase or during the untap phase of the minion with the card?

"This minion" always refers to the minion the card is on.
Otherwise, the wording would be "the acting minion" (as it is later on this one), or "the chosen minion" (Dirty Contract), or something in the lines of "the first minion", when several minions are chosen (Toreador Grand Ball)
