Minion A calls a vote. During the referendum, those votes are canceled (by Demonstration say). And the minion gain more votes by way of bewitching oration? Does these extra votes count?

I understand what it means to abstain from a vote- all the vamps votes go unused. By what does it mean to have someone's votes canceled?

In a general way, "cancelling a vampire's votes and ballots" is the same as "forcing a vampire who has cast votes or ballots to abstain"
