Mimir bleeds for 4.
Can I play Archon Investigation to burn Mimir? (I guess the answer is pretty clearly no.)
Can I play Archon Investigation to make the action unsuccessful?
(Ignroing the "Burn the acting minion" part of AI)

Archon Investiagtion
Master: out-of-turn. Only usable when a minion is attempting to bleed you for more than 3. The action is not successful. Burn the acting minion.

Yes. It's important to remember that Secure Haven would affect Archon Investigation's cost:

Cardtype: Master
Cost: 1 pool
Master: unique location. Haven.
Put this card on a minion you control. This minion cannot be the target of other Methuselahs' actions. Any Methuselah burns an additional pool when playing master cards on (or that target) this minion. Burn this card if this minion enters torpor. A minion may have only one haven.

Where is there a link to a discussion on what "targeting" means in VTES? The use of the term "target/targeting" seems so useful when writing card text, but it is not defined in the rules or card text, AFAIK.

For instance, do reaction cards such as Deflection or Ignis Fatuus "target" the affected minion? I was creating card text for a homebrew crypt card, and I was interested to know if you could say "Reaction cards that require :dom: may not target [this vampire]"
