Does the clause "on a younger Laibon" actually require the acting minion to also be a laibon, or could for example Lucian the Perfect Go Anarch and then do Founders of the Ebony kingdom on Fish?

Im guessing no.

If thats it, mata hari is awesome. Otherwise, i think she only meets one requirement at a time. Although, since guruhi are laibon, mayne she still plays it on any laibon who is younger.
