Can Neferu use her special to force a vampire who is (voluntarily) abstaining to vote the way you choose? Or is it only useable on a vampire that is already voting some way.

No, she changes the votes, which is different from forcing someone to vote (eg. Ellison Humboldt [CE:V/PN]
