If anarch Valerius Maior with infamous insurgent becomes merged, is he still infernal because of insurgents card text, or does his own merged text saying he is not infernal take precedence? Also either way, the Insurgent still stays on him and works as normal even if he is no longer red list or infernal, right?

It reads like an order thing. Unmerged getting insurgent then playing epiphany seems to me to activate the condition of being non redlist and non infernal. Placing II on merged means he remains/ becomes those things due to the card put on him. Similarly, if you put II on him then merge, or are just merged, Barabao Lacheiss can still make him infernal(which will be hard, to make several actions pass with only mirror walk as stealth....)

I think "becomes X X as he merges" is the defining thing here.

Oh, duh, my brain managed to completely misread the question.

[LSJ 20100810]

As he merges, the merging applies a "become non-infernal"
effect to him, which is immediately washed away by the card in play's
"this vampire is infernal" effect.
