I'm frustrated and I don't understand why Ventrue Directorate Assembly (VDA) can't be used on blood hunts as +1 vote to Ventrue. Blood hunts are referendums, referendums are political actions, and VDA gives +1 vote to Ventrue during political actions.

It makes no sense to me whatsoever.

Blood hunts have a referendum.
Political actions have a referendum.
But...
Blood hunts are not political actions.
Blood hunts are the by-product of diablerie or of a card that has the "Blood Hunt" text, such as Abactor or Veles' Hunt.

Some cards, such as Ventrue Directorate Assembly, Alamut, Elysium: Palace of Versailles, and Demonstration are restricted to the "referendum of a political action."

Other cards, such as Ventrue Headquarters, Powerbase: Madrid, and The Black Throne, are not restricted to the "referendum of a political action" and may be used during blood hunts.

It's really just based on card text.

It cannot be used in blood hunt referendum because blood hunt referendums are not political actions. A different case would be to use Ventrue Headquarters, which gives 3 votes in a referendum.

The political actions such as Kine Resources Contested, Conservative Agitation and you name it, are divided into two parts. There is an action part where you "try to reach the voting site" by succeeding in the action. If the action is successful, the referendum follows. However, on blood hunts there is never a political action which would happen, so Ventrue Directorate Assembly doesn't work.

Yes, it is a bit frustrating at first, but it is part of the rules. Text below underlined for emphasis.

6.5.6. The Blood Hunt

As stated, vampiric society condemns the act of diablerie. The penalty for committing this act is death, and the method of justice is a blood hunt (called a "wild hunt" by some groups of vampires; the terms are interchangeable), in which the diablerist is hunted down and destroyed by others of his kind. In practice, however, this brand of justice is not always meted out fairly, depending on the connections that the diablerist has.
When a vampire commits diablerie, a referendum is automatically conducted to determine if a blood hunt will be called on the diablerist. If the referendum passes, a blood hunt is called, and the diablerist is burned. This referendum is not an action, so it cannot be blocked, and action modifiers and reaction cards cannot be played. Otherwise, this referendum is handled just like any other.


Since blood hunt referendums are not actions, they're also not political actions. Therefore cards that are specifically useful during political actions are not useful during blood hunt referendums.
